Have you tried the 1/4" wood chisel yet? Might take two. One on the strap wrench and one on the chisel. I found the sharp blade and slower taper effective.

I had the same problem and had to destroy the thing using a ball peen hammer. Sorry for the bad news.

Pipe wrench should be on the shaft not the upper cup
Get the pipe wrench in place , have someone hold tension on it. Then hit it with a ball peen or small sledge hammer

This will either expose me as a genius or dwarf brain. The 'O' ring on the shaft - it will stop release agents getting the whole length of the unit inserted into the block BUT would the problem only be above that seal as oil will stop corrosion below?

Did you try turning the engine by hand to get some movement in the distributor. Maybe it's caught up on the gears somehow. If not, give it a try. Also, I think Advanced Auto or other part houses sell a cold shot spray. I haven't tried it myself but heard of it. You may want to try and locate some and give that a try too.

You're exactly right Mach1fatherfigure. I actually don't know how the fluid is getting between the block and housing.
I wondered if it was some mechanical binding like Mustangmike mentioned and not corrosion. I thought it was a running driving car. Plus he never mentioned it moves even a little. Also it seems the housing won't rotate at all. I've seen pistons seized in bores that bad and ultimately need to be broke into pieces to get them out.
I think I would try some type of metal etch rust remover that body and paint shops use. Those also work on white rust with aluminum. If it gets between the block and distributor it should break down some of the corrosion. Maybe even CLR.
I was hoping he would have removed the oil pan by now and tried from the bottom.
A picture of the condition might help us to see how bad the situation is.

Well 2 days ago I finally got out my distributor...after 5 weeks of trying things in my spare time all while soaking in tranny fluid/acetone, carbon dioxide fire extinguisher (freezing) shots, slide hammer, 3 foot pipe wrench, hammer. Finally I got some dry ice, put some in the "cup" and packed it around the base against the block and BOOM with the slimehammer and it came out with 5 hits!!!

I thought eventually you'd get to the point of it's either coming out or breaking. Sometimes it takes that kind of brute force.
