The rubber bushings have a raise section that sits in the tower hole to keep it centered
Bad bushings or is the center hole worn
Could be a bent shock

Had a look today and the rubbers are chewed out a bit. Still have raised area on them so loosened and turned the good parts to the lower part where it seems to move to and undid the bottom mounts of the shock to try to centre up better. See how it goes. Maybe they weren't installed properly previously?
Another question..... do the shocks come out through the top of the shock tower?

Yes. Once unbolted at both the top and the bottom they should just lift right out of the shock tower.
