Man brother I wish I had the answers for you, I'm clueless for rust repair. For me this would be a deal breaker since I would have to take it to an autobody shop probably costing HUGE dollars. In Arizona I'm not sure a body shop would know how to fix this correctly since they don't have many rusty cars here.

Yeah, if you dont own that car already, I'd have to think twice about it . Cowl rust repair is probably the single biggest pain in the there could be, second only to rails. There are no aftermarket parts made for that. anywhere.
Best bet is going to get some metal and fab one yourself to fix,My 73 is the same way. unless you find a mustang wrecked in the rear and take the cowl out yourself.I have found a couple people on Ebay with cars they are parting out and they said they would take out and ship,BUT when you tell them you want the welds drilled out and not to cut the cowl the price will jump a lot for the work involved
I just bought another car, I am going to cut the worst one open and figure out how to repair the cowl. I have not seen the one I just bought yet..would be nice if the cowl was good.

Both corners are rusted and the lip in the front is rusted through.I figured i would have a mess under the dash but looks like that was taken care of before i bought it they just didn't fix the cowl.and some other minor rust spots. Still needs interior to be gone over again in my opinion.getting a few measurements and going to fab it myself
