Original power steering is vague on these cars, even when new.  Your steering box likely needs rebuilding.  They are simple.  But only bearings and seals are available new.  You have to adjust for worn gears and such best possible.  Don't let somebody fool you telling you it can be completely rebuilt, they can't because of lack of new parts.

I converted mine to a Borgeson power steering box.  It has nice power assist and eliminates all the under car components.  But, like all aftermarket stuff it comes with issues and I would never do it again.  If needed, I'd rather go back old school, stock steering box and remove the troubling original power steering components.
Looking at leaf spring I saw the Maier leafs at $549 but when I asked about shipping it put another $275 / 350 onto it so I'm back to looking again and waiting for a container to come to one supplier over here.
Interesting to note you would go to standard non-power steering, the problem with steering box is the Hooker headers I have make it a nightmare to remove, i have filled it full of grease and adjusted it as much as I dare and I'm sure that when I get the toe-in , camber set up it will be even better, not that I find it too bad at the moment anyway.
I know how hedders fit on these cars so I use mid-length style from JBA.  Not as good as a long tube hedder, but, no clearance issues of any kind.  I don't think JBA offers anything for Cleveland motors.

FYI:  you must have a drop bracket (not stock) on the power steering ram to clear the hedder on the driver side.  The increased leverage from those extended longer brackets will eventually rip the frame rail or at least tear the threaded inserts out of the frame.  Just keep an eye on them.

West Coast Classic Cougars offers a better and safer style drop down bracket but they are pricey.

It already had a drop bracket fitted and welded on by someone with huge welding experience  Confused I'm not great with a stick welder but I would have run an angle grinder over it afterwards ( which reminds me I must run an angle grinder over it to tidy it up!)
The headers are so near the ground I'm going to fit the thicker spacers that came with the Hotchkis coils later this year to lift it another 1/2" and might shorten the P/S return pipe a bit to lift that up as well.
Headers for Clevelands seem few and far between, they are not a huge issue at the moment but I'm always looking ( shorty ones) so if I see any I might get them for the future.
Oh my gosh!  Is that weld before or after cleanup!  I cannot even make that kind of a mess.

My guess is you now know why the bracket was welded to the frame rail.

Sanderson makes some short headers for a 351C in a 1970 Mustang.

Glad to say the weld is "before cleanup"  Laughing
I might have to look at the Sanderson headers as the choice is very small and I cant see it getting any better.
