I found this question in this months Mustang Monthly it was an article answered by Concours Expert Bob Perkins.

Q.) I'm trying to figure out the correct color of black for the hood stripes and rear spoiler on my 70 Mach 1. I'm pretty sure the 1969 Mach 1 were a very flat black with some kind of texture added, but I have no idea the correct color and texture for my 1970 Mach 1. Any help would be appreciated.

A.) Bob Perkins The original finish for the hood black out and rear spoiler on a 1970 Mach 1 was low gloss textured black. The original PPG code was DDL-9381. However, TCP Global (858) 909-2110 sells DDL-TCP 9381 (SC) in quarts. It even comes with the PPG label. I used this on a rear spoiler recently and was very satisfied with the result.
