Personally, I think the front plates are a waste of resources as well as detract from the appearance of the vehicles.  Talking with several friends who are LEOs, they don't even consider the front plates when observing vehicles for whatever reason - if there's something wrong and they need to pull a car over for more information, they'll be parked behind the offending vehicle anyway.  Even if they see an oncoming car missing a front plate, they typically assume it's an out-of-state car, anyway.

I'm not really sure about veteran's discounts.  I don't have a VA card (my wife does, though) since I never filed any claims when I separated from active duty (I just did 10 years, so I'm not retired or anything).  Whenever we both go to Lowes, she usually gets her veteran's discount.  Since I don't carry my DD-214 around with me, I don't worry about it.
