1969 heater box defrost/heat flapper gets stuck - rindel - 12-21-2014

I have a non ac heater box and I just recently removed it, cleaned it, and bough seal kit. I did not see a new rubber in the seal kit or any seal kits that you can purchase online to replace the flapper rubber for defrost/heat. It seems this flapper does not come out either as it is welded to flapper. Any advise on best way to loose flapper up?

I read lubricant would collect dust over time. Some mentioned graphite and other mentioned trimming rubber. Wondering if anyone has some tricks with this. Would be great to remove it.
